Context A tool developed to support the replication of EHHUR and its collection of good practices

The DSS has been developed by the EYES HEARTS HANDS Urban Revolution (EHHUR) project to support cities in their built environment transformation. It simplifies planning by offering tailored suggestions aligned with NEB values and sustainability goals for their renovation strategies. Based on its results, municipalities can evaluate alternative scenarios and select measures that align with policy targets, available budgets, and community priorities, while forecasting impact and optimise project design according to defined objectives.

The tool has been developed based on a collection of existing good practices and the experience gained in co-developed methodologies with seven demonstration lighthouses during the project. It now aims at supporting the project’s replication.

The DSS Tool is a web-based application that supports municipalities in turning decarbonisation and New European Bauhaus (NEB) principles into concrete, locally adapted actions for their urban transformation. It helps structure decision-making by connecting local data with a long list of good practices, and proposes tested technical, social, and financial solutions.

Municipalities provide information at two levels. At municipal level, this includes general characteristics such as climate zone, population, and energy use. At district level, users describe the type of intervention, NEB ambitions, and the local energy, social, and financial context. This input allows the tool to adapt recommendations to the specific conditions of each area.

Based on the information provided, the DSS Tool generates personalised roadmaps that combine technical solutions with social engagement approaches and financing options. The roadmaps also identify key stakeholders, relevant legal aspects, potential barriers and mitigation actions, and monitoring tools to support implementation. A visual summary highlights NEB values and working principles, helping cities ensure that proposed actions are coherent, inclusive, and aligned with sustainability objectives.
