Context NEB-STAR explored how to better align urban planning processes with the NEB approach

The project, coordinated by NTNU, ran from 2022 to 2025. It was a first-generation New European Bauhaus Lighthouse project funded by the European Commission. Its main goal was to accelerate the transition to climate-neutral cities and communities by applying New European Bauhaus values.

The resource in a nutshell A portfolio of co-creation tools, from digital to place-based, from art to entrepreneurship and education

The portfolio brings together 40 co-creation tools that were tested in the project testbeds in Stavanger (Norway), Utrecht (Netherlands) and Prague (Czech Republic).

The tools are of different natures, such as organisation models, interaction formats, artistic interventions, digital tools, etc. They can serve different purposes: improve common understanding, break silos, drive evidence-based discussions, foster sense of belonging, set up formal collaborations.

A few examples:

  • Innovation Camps — a structured series of workshops organised with school children in groups, given with a specific assignment, enabling the development of business ideas
  • The Show it! (Vis det!) visual tool helps social enterprises define, measure, and communicate their societal impact
  • The citizen climate contract is designed to inspire and motivate residents to make sustainable choices in their everyday lives
  • City Pixels, an interactive platform for artistic visualization and sonification of urban data, introduces new audiences to urban data and its value to understand a city's past, present, and possible future
  • Barcode, a visual land-use tool, creates colour-coded barcodes showing how every square meter of an area is used (housing, roads, parks, parking, etc.) to support fact-based discussions and collaborative planning

In the Portfolio report, tools are organised in three categories: methods, solutions, and models. Each tool is presented in one page, under the format "What, Why, How", enabling quick and easy reading. The tools are also available in an online repository.

Overall, the portfolio provides inspiration and practical guidance to implement citizen engagement and co-design processes in various contexts, beyond urban planning.
